EU data residency

Each workspace now lives in one region, the EU or the US, chosen when it is created. Bank lines, ledger data, documents and the evidence log all stay in that region.

What changed

• A region picker when you create a workspace.
• Existing US workspaces can be moved to the EU on request, with a read-only window while the copy runs.
